Changes to SNAP Eligibility Coming November 1st:

- Starting November 1st, changes to the food stamps (also known SNAP) eligibility requirements will begin

- If current SNAP users do not meet the new requirements, they will have to recertify or risk losing their benefits

The Eligibility Change and Who is Impacted:

Able-Bodied Adults Without Dependents (ABAWD) are most impacted. If you are:

- 65 years old and younger

- Have dependents older than 14

- A veteran

- Unhoused

- A young adult aging out of the foster system

You will be required to prove you are working or volunteering 20 hours per week (80 hours per month) if you do not already meet the new requirements. The county you reside in will contact you if you need to recertify. You will need documented proof of your hours and workplace/volunteering.

Changes for immigrants and refugees: 

The signed bill restricts who can access SNAP based on citizen/legal status residing in the U.S. Some permanent residents and/or green card holders, are still eligible for benefits but may need to wait five years before accessing benefits. The National Immigration Law Center website gives details about who is still eligible.

These changes DO NOT apply to you if you are:

- Unable to work due to physical and/or mental disability

- Pregnant or have dependents under the age of 14

- People living in areas with more than 10% of an unemployment rate*

How You Can Be Prepared:

- Track and document the number of hours you are working

- Keep documents that prove your employment status (like a pay stub)

ADDITIONAL NEWS: Due to a lack of funding caused by the federal government shutdown, Supplemental Nutrition Assistance Program (SNAP) and Minnesota Family Investment Program (MFIP) food benefits will not be issued for November until the shutdown ends or the federal government issues further guidance.
